Nag River plan stuck since 6 months

Nagpur: The plan for rejuvenation of the iconic Nag river and construction of sewage system for the city is gathering dust at the state finance ministry since six months. Nagpur Municipal Corporation (NMC) officials are waiting for chief minister DevendraFadnavis to convene a meeting to clear the proposal.

A source in NMC said that the state government's share in the Rs 1,298 crore project was 25%. "The state has to give its share to NMC in the form of a grant. It will, however, take a loan from international funding agencies to pay this amount. In addition, it has to give a guarantee to these agencies to give NMC's 15% share. The state finance ministry needs to issue a certificate for these loans. So far, this certificate has not been issued. This process needs the nod of chief secretary too and hence the CM has to take the initiative," he told TOI.

"Once we get the certificate from the state finance ministry, we will tie up with an international funding agency for NMC's 15% share within two months. Then we can start the tender process," he added.

Union ministry of environment, forests and climate change (MoEFCC) had cleared Nag river rejuvenation plan in June 2016. NMC officials were hoping that it would be cleared by state and union finance ministries by March 2017. However, their hopes have been dashed.

According to the source, the rejuvenation plan includes pollution abatement of Nag River and its tributary Pili and construction of sewage system for north and central sewage zones of the city. "The project aims to see treated sewage as good as normal water flowing in Nag and Pili rivers. All sewage inlets excluding a few of Nag and Pili river will be tapped. Sewage interceptor will be laid along the two rivers to carry sewage to Bhandewadi, where it will be treated. Also, small sewage treatment plants (STPs) will be set up on two rivers where sewage of a few inlets will be collected, treated and again released in the rivers. Treated sewage can also be brought back from Bhandewadi and released into the rivers," he said.

NMC has also proposed to beautify the two frontages of Nag river under a Rs 1,373.60 crore project. It is yet to be approved by central government. The civic agency has submitted a plan to construct the south zone sewage system under Atal Mission Rejuvenation and Urban Transformation (AMRUT). This will clean up the Pora river. When both projects are implemented, authorities hope that all the three rivers of the city will become pollution-free.
