NCR RWA raises concern on pollution, writes to Naidu

NOIDA: Raising concerns on increasing air and ground pollution in Delhi NCR region the NCR RWA wrote to M Venkaiah Naidu minister of urban development, and chairman NCR Planning Board on Wednesday with numerous suggestions to combat pollution in NCR region.

These include from banning old, small diesel vehicles to ban on open burning of garbage and leaves, landfill sites to be abolished and trucks carrying garbage, sand, cement etc with tarpaulin and more.

"Delhi along with entire NCR region is suffering from high concentration of pollutants PM 2.5 and PM 10 which had already crossed the alarming stage. It is creating difficulties in breathing and adversely affecting the health of the people of NCR. Air pollution irrespective of its origin, spreads in all surrounding areas hence to control pollution in entire NCR; a policy needs to be created to control the same at its origin itself," said P S Jain, president Confederation of NCR Residents Welfare Associations(CONRWA).

To curb pollution, Jain suggested implementation of joint measures with executives of all concerned states and regions.

These include curbing of main source of pollution in Delhi NCR region - viz diesel vehicles. "Pollution from diesel vehicles - all small public vehicles needs to be banned and it should be mandatory for all heavy vehicles to be fitted with EPS system (Environment protection System)" said Jain urging that only CNG commercial passenger vehicles to be allowed and all private diesel vehicles need to be regularly checked for pollution.

CONRWA further suggested that all the vehicles should be regularly checked for pollution with those entering in NCR to display PUC certificate on their wind screen.

Further, trucks carrying sand, soil, cement, garbage etc should be properly covered with tarpaulin with land fill sites to be abolished. "Garbage should be treated scientifically to produce electricity and manure etc," said Chetan Sharma, secretary general CONRWA.

Jain also urged that all roads should be cleaned through vacuum cleaner to avoid flow of dust into the air and chimneys of power houses should be fitted with devices like catalytic converter to arrest suspended particles.

CONRWA also suggested that pollution control norms should be strictly enforced on polluting industrial units and be regularly scrutinised.

To help improve air quality, CONRWA urged facilitation of free traffic movement by removing all encroachments from roads as the same create obstruction in free flow of traffic thus increasing pollution.

Another measure included covering of old buildings during demolition and the same to be carried in parts to reduce the pollution. "Even the construction and storage of construction material should be kept under cover and also to be sprinkled with STP (waste) water as per requirement," said Sharma.

Other measures entailed banning of garbage burning and allowing only eco friendly firecrackers and tree plantation on highways.

According to Jain a common policy across state governments and concerned ministries with fixed responsibilities would ensure proper implementation of the said measures to ensure relief to citizens from rising pollution.

A copy of the petition letter was also sent to prime minister Narendra Modi, Minister of environment. Indira Paryavaran Bhawan, President, Polutions Control Board and chief ministers of Delhi, Haryana and Uttar Pradesh.
