NGT clamps down on Ghaziabad pollution

The National Green Tribunal directed the Uttar Pradesh Pollution Control Board (UPPCB) to file a status report on the steps taken to combat air pollution and the mindless dumping of municipal solid waste at Kaushambi in Ghaziabad.

The tribunal was hearing a contempt petition filed by the Kaushambi Apartment Residents’ Welfare Association (Karwa) against the pollution surrounding their high-rises. PM 10 and PM 2.5 levels shot up several times in the Anand Vihar border near the area, after the Diwali festivities.

“The DMRC (Delhi Metro Rail Corporation) shall also file an affidavit about what appropriate steps they are taking to ensure that it does not generate air pollution from its yard in the Shahibabad Industrial area,” the NGT order on November 3 said. The casting yard set up by DMRC is close to the Kaushambi residential locality and used for preparing segments for the 9.41-km metro route in Ghaziabad. The counsel for DMRC submitted that the yard is located 2 kms away from Kaushambi.

Karwa filed the original petition in August 2015, where the tribunal had ordered short-term and long-term measures to be implemented by the municipal corporation, the senior superintendent of police office, the district magistrate and the UPPCB, within six weeks and six months, respectively.

However, during subsequent hearings, the tribunal called upon UP Roadways and the DMRC as additional respondents in the case. “We observed that some of the agencies in Ghaziabad started working towards the measures stipulated by the tribunal. However, the corporation did not pay much attention. Thereafter, Karwa moved into a contempt petition against all original respondents. The Ghaziabad agencies were fined Rs. 1 lakh each, amounting to a total of Rs. 5 lakh,” said VK Mittal, president of Karwa. “There are dusty stretches of land in and around the city, improper disposal of solid waste and other civic issues which have contributed significantly to increased pollution,” he said. Kaushambi is located next to transport hubs, making it more prone to pollution.
