With three weeks to go for the first-ever ‘car-free’ day in the capital, the Delhi government plans to extend the drive to a different stretch of road every week. This is one among the many measures that will be taken to control the city’s air pollution levels, said Transport minister Gopal Rai. Rai added that as part of the measures, the government will soon launch a massive awareness drive to sensitise people on methods to control pollution. “The first phase of the project will only focus on awareness. It will include distribution of pamphlets, putting up boards and hoardings across the city, and a possible radio campaign,” said the minister.

In terms of enforcement, Rai said 650 pollution centres have been connected to a central server. Data from this server will be routed to a government system. However, the government needs at least 2,000 more pollution control units, he said. “We plan to open these pollution control checking centres even in parking lots of malls and in other parking areas, so that people should have easy access to them. We will begin enforcement after providing infrastructure,” added Rai. The minister also said that car-pooling and ‘one car per family’ cannot be converted in to a policy. “It is not possible to enforce this on people. But we have to sensitise them on the need to lessen pollution levels. We will launch a mobile application, ‘Puchho’, which can be used by people to call a cab or auto-rickshaw to reach metro stations rather than using their petrol or diesel cars,” added Rai. Meanwhile, the government has scheduled a meeting on October 9 with business houses to discuss the promotion of public transport and car pooling. Rai said the government is also targeting teachers’ associations to organise debates and competitions related to pollution control. “This will sensitise students about car-pooling and the benefits of using public transport. A concerted effort is the only way to ensure that Delhi’s air remains less hazardous,” he added. The government is also in talks with the Delhi Metro Rail Corporation (DMRC) to promote the use of bicycles. “We are asking the DMRC to provide bicycles at each metro station,” said Rai. The government has asked various agencies, such as the transport department, Delhi Integrated Multi-Modal Transit System (DIMTS) and Delhi Traffic Police, to shortlist five points in the capital that are highly congested. “We will involve traffic police, volunteers, DIMTS and other agencies to make these five areas congestion-free. Then we will extend it across the city,” said Rai.
