People must contribute to anti-pollution fight

Environment Minister Imran Hussain talks to The Hindu about the role citizens can play in the Delhi government’s fight against air pollution.

Despite numerous public awareness campaigns and court orders, pollution levels are going up. Have authorities, including the Delhi Government, failed to control air pollution?

A Of course pollution levels in Delhi have been breaching the norms, especially the particulate matter. However, it is not a fact that it is rising year after year. Data from last five years will validate that. The fight against air pollution requires preparation on a war footing and the Delhi Government is making such efforts. It cannot and will not be measured in terms of success or failure.

What are your plans to curb air pollution in Delhi and how will you involve citizens?

A The most vital thing is to share information with the public to create sensitivity and prompt people to contribute towards reduction in pollution. Right now, an appeal of ‘Say No to Firecrackers’ issued by the government can only be successful if the public also accepts our view that the festival of lights can be better celebrated without crackers. Creating awareness about carpooling, better maintenance of private vehicles, avoiding burning of garbage, proper solid waste management and tree plantation are some of the areas where public collaboration will be pursued.

What can the Centre do to help you tackle air pollution better?

A The Centre can help in tightening the emission norms of thermal plants and closing down coal plants near Delhi. If they bring in Bharat VI norms and upgrade the quality of fuel, vehicular pollution will be affected. Paddy and crop residue burning near the NCR needs to be dealt with strictly by providing incentives for alternative uses for the residue and penalties on polluters. In Delhi, there is a need for fund support and land for bus depots through DDA.
