Death by Breath: All petrol pumps to have pollution control centres by year end

To ensure implementation of a comprehensive plan for prevention, control and abatement of air pollution, the Delhi government has made it mandatory for every petrol pump to have a Pollution Under Control (PUC) centre. The government has also set a deadline of December 31, 2015 as per standards and procedures prescribed by and in coordination with transport department. The government has also made it mandatory for chairman, vice chairman, commissioners and CEOs of all municipal bodies and government agencies that own or manage parking lots to set up PUC centres for petrol, CNG and diesel vehicles. “PUC centres in all covered or enclosed spaces, including multi-level car parking lots, having capacity of 100 equal car space vehicles or more,” reads the notification.

The DTC managing director has also been asked to set up PUC centre at bus depots. “DTC too has responsibility of ensuring that its buses have pollution clearance. We know that there are insufficient PUC centres, so we have asked DTC to have their own at the depots,” added the official. Executive director and joint CEO, Delhi integrated Multi Modal transit System (DIMTS), has also been directed to set up the centres at their cluster bus depots. Metro also has been asked to have the centres at their feeder bus depots and parking lots. Transport department will coordinate with other agencies like DTC, DIMTS, DMRC, municipal bodies and with ministry of petroleum and natural gas and government of India to ensure implementation of the directions, stated the notification. Steps have been taken to ensure that before Delhi government makes the PUC centres mandatory, it should have enough of these centres to get vehicles checked and certified for pollution, the official said. “Though government has opened PUC centres for individuals as well, there are not enough centres and we don’t want people to flood the centres when we announce penalty for those not having PUC,” stated the official.
