The National Green Tribunal (NGT) issued a directive that anyone found throwing waste material in or around the Hindon canal would have to pay a fine of Rs 20,000. It also added that vehicles used for dumping waste into the river will be seized by the authorities. The NGT bench said, “Any person throwing municipal solid waste, construction debris or any other waste in and around the Hindon canal will be liable to pay Rs 20,000 as environmental compensation in accordance with Section 15 read with Section 17 of the NGT Act, 2010.” The directions were issued after J P Sharma, a resident of Vasundhara Enclave, placed photographs before the Tribunal depicting dumping of waste and construction debris in the canal and on the river bank. The NGT has directed the commissioners of East Municipal Corporation, Ghaziabad Nagar Nigam and Ghaziabad Development Authority to ensure that the all municipal solid waste and debris is cleared by the respective authorities within two days from today. Tribunal raps govt for illegal sand mining on Yamuna banks While noting that 80 per cent of the material dredged by contractors from the Yamuna was sand, the NGT flayed the Delhi government for the continuing sand mining on the river’s banks despite prohibitory orders. “No illegal and unauthorised mining would be permitted anywhere on the banks of the Yamuna and its surrounding areas without proper compliance, permission and particular environmental clearance in terms of the judgment of the Supreme Court… and that of the Tribunal,” a bench headed by NGT chairperson Justice Swatanter Kumar said. The Tribunal noted that almost 80 per cent of the material dredge — the process of removing sediments and debris from the bottom of the river — was sand. The NGT formed a committee consisting of senior officers from the Mining department, the municipal corporation concerned, Delhi Pollution Control Committee (DPCC), Ministry of Environment and Forests and the Delhi Jal Board (DJB), to look into the matter. “It shall take into consideration all environmental and ecological aspects and also ensure that sand mining is not permitted in the name of de-silting…,” the bench said.
