'Pre-2020 targets important for Paris climate deal'

Union minister for environment, forest and climate changePrakash Javadekar (pictured) on Monday said developed countries should present their targets and road map for pre-2020 action well before the Paris meet in November.

He was addressing the Petersberg Climate Dialogue at Berlin. The dialogue is hosted by the German government. It is as a critical meeting of select nations ahead of the Paris negotiations, which is to stitch together a new global climate deal under the UN climate convention.

Saying the Paris Conference will only deliver if all countries demonstrate will to tackle climate change frontally, he added, "It will be ironical that we formulate post-2020 architecture without finalising a pre-2020 action plan."

The focus on pre-2020 climate action is expected to put pressure on developed countries, which were required to increase their emission reduction targets but have not.

Javadekar said, "Ambitious pre-2020 actions of developed countries will create the carbon space required for the developing world, as every poor person has the right of equitable access to atmospheric resources.

Javadekar pointed to the country's ambitious target 175 Gw of renewable energy production by 2020. Steps taken in this regard include a push for manufacture of hybrid or electric vehicles, creating infrastructure for 100 upcoming clean, green cities and increasing cess on coal to Rs 200 per tonne. He also stressed on India's move towards checking pollution and incentivising afforestation, for which a corpus of $ 6 billion has been provided.

Javadekar said India had taken such steps voluntarily and the developed world should match these.

The Berlin meeting is to be followed by a meeting of the BASIC group of countries, which includes China, Brazil and South Africa,beside India, where the emerging economies are expected to firm up a common agenda before the formal mid-year UN talks in June.
