Goa asks MoEF to grant ECs to 29 mining leases

PANAJI: After renewing 29 mining leases in the state, the Goa government on Wednesday asked the ministry of environment, forests and climate change (MoEF) to grant the leases environment clearances as ECs have been kept in abeyance since September 14, 2012, following the Shah Commission report on illegal mining.

Chief minister Laxmikant Parsekar in a letter to minister for state for environment, Prakash Javadekar, stated, "There is an urgent need for commencing forthwith legal and regulated mining operations and as such, on behalf of the state of Goa, it is requested to kindly withdraw the abeyance order of MoEF, dated September 14, 2012, at the earliest, at least to the limited extent of the mines in respect of which the state government has issued renewal orders and allowed resumption of mining."

Parsekar also stated that despite the state government's steps to revive the important sector (mining) of the economy, "we are well past the commencement date of the mining season in the state and yet mining operations have not been able to start due to attendant circumstances not within the state's jurisdiction". Parsekar added, "There are now only four months left before the onset of the monsoon, which would bring a closure to the mining season."

Pointing out that the state's economy is heavily dependent on mining, Parsekar stated that over three lakh people depend on mining for direct and indirect employment, while the state exchequer relies to a predominant extent on taxes and other revenues from mining activities.

In its April 21, 2014-judgment, the Supreme Court directed the state government to grant mining leases based on the state's mining policy and subject to conditions laid down in the judgment, while the high court, on August 13, 2014, directed the state to renew 27 mining leases and consider the remaining applications for renewal within three months subject to the conditions laid down by the Supreme Court.

Highlighting this, Parsekar stated, "After complying with SC and HC directions, the government issued renewal orders for 29 mining leases, thereby allowing resumption of mining in aforesaid mines."
