Court to KSPCB: Have dedicated staff to check pollution

BANGALORE: The high court on Friday asked the government and the Karnataka State Pollution Control Board (KSPCB) to deploy dedicated staff to prevent and immediately respond to any violation relating to air and sound pollution.

"You have to depute dedicated staff. Whenever a violation is noticed, swift, stringent and certain action should be taken by way of seizure of equipment and stopping blaring music, etc. Rather than the severity, it is the certainty of punishment that is important. Even if you are able to ensure that 2-5% is convicted or steep penalty imposed on violators, it will serve the purpose," a division bench headed by the Chief Justice observed. It adjourned hearing of a suo motu PIL on sound pollution.

Earlier, advocate general Ravivarma Kumar informed the court that traffic police are doing their job in effectively controlling sound pollution - 13,886 cases have been registered in 2012 and 12,660 in 2013. Ravivarma Kumar said the Bangalore police commissioner will issue necessary guidelines once the Lok Sabha elections are over.

Home guards to be posted: Counsel for the KSPCB, while promising to take proactive steps, said there is a plan to deploy 5,000 home guards for an immediate response mechanism to check violations relating to sound/air pollution.

The pollution control board issued closure orders to a choultry which was operating on a civic amenity site in Malleswaram 10th Cross. Residents had filed a PIL complaining of noise from the choultry during weddings.
