‘Hike informer incentive in poaching, forest theft’

Close on the heels of the recent massacre of five elephants and a foetus in a rail accident in Brahmapur, former MLA and the Odisha Krushak Manch president Bibhudhendra Pratap Das has given a few suggestions for protection of forest and wild animals.

A noted environmentalist, Das said the incentives given to informers, including villagers and Government staff, under the Odisha Rewards for Detection of Forest Offences Rules, 2004, may be raised to 30 per cent and 20 per cent, respectively, of the theft materials, which will encourage the informers to work with greater sincerity and vigilance. Since trees are highly essential to control pollution, all wooden materials and furniture for domestic and official uses should be banned. Those who use the material should be liable to severe punishment and fines, while the informers should be given similar incentives so as to track down the illegal wood users, Das said.

Citing the failure of the plantation scheme by the State Government, the former MLA underscored the need for privatization of the work. He suggested abolition of TT permit system for commercial felling of trees and suitable awareness programme, including inclusion of plantation in the curriculum of the school and college students.

Das suggested for cash incentive of Rs50,000 to Rs1 lakh to the informers of poaching cases and a 24-hour anti-poacher vision in all wild life forest and reserve divisions, apart from establishment of a National Green Tribunal at Bhubaneswar for quick disposal of the pending cases and PILs in various courts and State High Court pertaining to environment and forest. Das also said there was a need to electrify all rail line and install flood lights passing thorough forest areas.
