Solar focus in PM climate plan

India released its much-awaited National Action Plan on Climate Change ahead of the G8 Summit, where this issue and challenges posed by it are going to be thoroughly debated.

While releasing the action plan on Monday, Prime Minister Manmohan Singh made it clear that "India is prepared to play its role as a responsible member of the international community and makes its own contribution."

The plan will focus on renewable energy but has no specific targets to cut greenhouse gas emissions.

Emphasising on the global dimension of challenge posed by the climate change, Dr Singh said that the issue can only be dealt by global and cooperative effort on the basis of the principle of equity.

With projected changes in climate and predictions associated with climate change in terms of loss to agriculture, forest, spurt in diseases and degradation of ecosystem, the action plan has mooted eight national missions on sectors like solar energy, enhanced energy efficiency, sustainable development, sustaining Himalayan ecosystem, agriculture and strategic knowledge for climate change. The plan has also emphasised on public awareness and if needed, legislation at the Central and state levels "to arrive at appropriate delegation of responsibility and authority for meeting some of the goals".

These national missions will be institutionalised by their respective ministries and will be organised through inter-sectoral groups. Each mission will be tasked to evolve specific objectives spanning the remaining years of the 11th and 12th Plan period.

Comprehensive mission documents detailing objectives, strategies, plan of action, timeliness and monitoring an evaluation criteria would be developed and submitted to the Prime Minister’s Council on Climate Change by December 2008. The council will also periodically review the progress of these missions. As per the action plan, the Solar mission will be launched to significantly increase
