The Finance Minister has merely tinkered with the Budget, but there is nothing revolutionary. While he has taken cognizance of issues like global warming, climate change and given a fillip to biofuel technology development, an opportunity to formulate a bio-ethanol policy has been lost. With a bumper sugar crop and falling sugar prices, balancing sugar and ethanol production like Brazil would have been welcome.
