Comprehensive mobility: BMC plan lists odd-even to curb pollution

In its final report on the Comprehensive Mobility Plan (CMP), the Brihanmumbai Municipal Corporation (BMC) has retained some controversial suggestions on how to curb vehicular and air pollution, including restrictions on the registration of new private vehicles, congestion charges and implementation of the odd-even rule in the city on the lines of the New Delhi experiment.

Civic officials said the CMP report was finalised last month after seeking suggestions from departments such as the traffic police, the Mumbai Metropolitan Region Development Authority (MMRDA) and other agencies. While the odd-even rule and congestion pricing are expected to be met with opposition, a final decision will be taken once the state approves the report.

The other measures listed include promoting car pooling, advanced vehicle technologies with low emission norms.

To deal with road accidents, it has proposed some road safety initiatives that include mass media campaigns with focus on attitude towards driving, schools to give kids road safety lessons, increasing police enforcement of laws to reduce drinking and driving, safe bicycle tracks in areas such as schools and colleges.

The report has emphasised on footpath improvements, provisions of parking facilities for cycles, development of safe cycle tracks in select areas and promotion of ‘cycle on hire schemes’.

It also suggests strengthening and widening of roads, building exclusive bus lanes and increasing the railway networks.

Officials said some recommendations such as parking authority and few others have been included in the civic body’s draft Development Plan (DP) 2014-2034, which has been published and suggestions and objections from the citizens invited.

If these measures are implemented, it would cut the rapid growth of new vehicles on roads. It will also help to avoid parking congestion, added an official.

“Some measures find mention in the draft DP. We will also work on other measures. The others have to be implemented by the government departments concerned,”said a senior official.

Municipal commissioner Ajoy Mehta said the report will be sent to the government soon.

Ashok Datar, a transport expert, stated the provisions, especially the odd-even policy, and measures to regulate parking were necessary.
