Lima Deal Done, But Nothing Much to Write Home About

NEW DELHI: The UN Climate talks in Lima that successfully ended on Sunday addressed the concerns of developing countries like India and gave enough space to the developing world to grow, Environment Minister Prakash Javadekar said.

However, the outcome is being seen as a face-saver as many important issues like differentiation between developing and developed countries, legally binding emission cuts, finance and technology among others have been put off for the next meeting at Paris in 2015, when countries are expected to finalise a legal framework to fight climate change that will be adopted in 2020.

“We are happy that the final negotiated statement at CoP20 in Lima has addressed the concerns of developing countries and mainly the efforts of some countries to rewrite the convention has not fructified. It gives enough space for the developing world to grow and take appropriate nationally determined steps,” said Javadekar.

In a statement issued by the Ministry of Environment and Forests on his behalf in New Delhi, the minister said the final draft has paved the way for the Paris Agreement on the basis of principles of equity and differentiated responsibility.

“It also clearly mandated the developed world to take firmer financial commitments and scale it up to $100 billion per year from 2020. The developed world is also mandated to provide resources for technology development, transfer and capacity building,” he said.

Javadekar added that the provision in the earlier draft for ex-ante review of actions of even developing countries, which was pushed by developed nations, has been removed.
