NEW DELHI: A leading advocacy group today claimed that rich nations forced the R K Pachauri-chaired Intergovernmental Panel on Climate Change to "drop" a chart accusing Western countries of consumption-based emissions from its latest report, a contention denied by IPCC.

Climate expert and Deputy Director General of Centre for Science and Environment (CSE), Chandra Bhushan, said the chart was part of the draft report of working group III of IPCC, which warned in its latest statement last week that current trends in carbon emissions will lead to disaster.

Displaying the "removed" graphics showing rich nations' contribution in consumption-based emissions at a media briefing here, he claimed if the chart was retained in IPCC's original report, it would have been a "big embarrassment" for developed nations, which are historical emitters.

"It was in the draft report of working group III of IPCC and it was finally removed," he alleged.

Bhushan said he got the copy of the chart from a key member of the IPCC, who was part of the team which prepared the report. He, however, did not reveal his "friend's" name.

Pachauri rejected the allegations saying these are "completely wrong".

"There was not a single figure which was dropped from the synthesis report. Every figure from the draft submitted for approval was retained intact," he told PTI.

The CSE's allegations came days ahead of a key UN conference on climate change in Peruvian capital Lima.

Noting that consumption-based emissions of developed world have only increased and not reduced, Bhushan also said, "This is what the politics of science is."

"This graph is as inconvenient to developed countries." He also blamed India and China of remaining silent on the issue saying the developed nations have transferred their industries to these countries where production-based emission is fast increasing.

"It is inconvenient to India and China too. India and China want to export. They think that their route to development is through exports," Bhushan said.

Elaborating further, CSE Director General and eminent environmentalist Sunita Narain said, "They (West) are still consuming that. Actually the rich has not reduced (emissions) at all. They exported it (emissions to developing world including China and India). This is the dirty politics."

Bhushan claimed it was a "collective decision" by the developed world and India and China to drop the chart as it actually showed how consumption in developed countries increasing rapidly. "That consumption is supported by developing countries," he said.
