National Green Tribunal worried over rising pollution in Delhi

Taking a serious note of rising air pollution in Delhi, the National Green Tribunal has ordered top bosses of all environment stakeholders to urgently meet and submit a report.

Union environment secretary, additional secretaries of the ministries of transport, petroleum and urban development, Delhi Police commissioner, member secretaries of the Central Pollution Control Board and Delhi Pollution Control Committee and a professor of IIT-Delhi will hold an "urgent meeting and file a report by November 19", the court said.

Justice Swatanter Kumar, who is the NGT chairperson, also made some scathing remarks on the attitude of ministries and Delhi government departments involved in addressing the problem of air pollution.

"Government officials sit in air-conditioned offices and do not realise the problems faced by the common man on the roads," he said, adding "those with respiratory disorders are suffering, new cases are emerging each year and a whole generation of children is being destroyed."

The court was hearing a petition of environmental activist and lawyer Vardhaman Kaushik who had pleaded earlier this year that "the level of Particulate Matter in Delhi is rising manifold and the reasons for which should be identified and curbed". Particulate Matter are small solid and liquid elements born of factory emissions, dust, open incineration of garbage, etc., which float in the air.

Covering a vast array of causative factors behind the menace, the NGT chairman has asked the committee "to consider all aspects of air pollution...i.e. motor vehicle, plastic burning, fire crackers and industrial emissions".
