Mopa airport, waste issues dominate Navelim meet

Margao: The Navelim gram sabha opposed the proposed airport at Mopa and want Dabolim to be retained as the only airport in the state.

When the Mopa airport issue was discussed, the gathered people started shouting, 'No To Mopa' and further discussions were held on how the existing airport is sufficient to cater to traffic beyond 2045.

The main issue at the gram sabha was that of its panchayat garbage management. The panchayat had recently started a door-to-door collection drive with the support of local MLA Avertano Furtado.

The panchayat gave information including financial details about the ongoing collection of dry waste. They informed that a vehicle dedicated for collection would go to each house once in 15 days and collect only dry waste. They further explained that wet waste has to be composted by the house owner in his compound and that if it is a multi-residential building then they have to build composting pits in their premises. Gram sabha members gave their suggestions on how to handle and store hazardous materials like dry battery cells, CFL bulbs.

A resolution was passed by members to write to the high-level committee of the ministry of environment and forest on climate change that is in the process of amending the Environment Protection Act and Forest Act. It was discussed that the committee has been consulting with the public since August 29, 2014 and there is a two month window for suggestions but that the villagers were not informed about. Members asked the panchayat to write to this committee to include Navelim villagers in the decision-making process.

There was a debate over the issue of tenants and how the owner of the building should be taxed for the rent he collects from tenants. Some of the gram sabha members felt that tenants were not contributing anything towards the village and use electricity, roads, water and other facilities.

Members discussed how Prime Minister Narendra Modi had promised Goa special status before the elections. Some members said that if the state government really wanted special status, they can implement existing laws that are akin to special status.
