Water Ministry Gets 'Clean Ganga' Task Officially

NEW DELHI: Over two months after the Narendra Modi Government came to power, the Centre has finally transferred departments related to rejuvenation of the Ganga to the Water Resources Ministry from the Environment Ministry, but has left conservation work of all other rivers with the latter.

Work related to the Ganga project was held up due to delay in issuance of notification for the shifting of work. Senior Water Ministry officials expressed their unhappiness over the Centre’s decision, as they felt it would stop them from making overall plans for conservation and rejuvenation of rivers across India and that any plan to clean the Ganga needs to be holistic, which cannot happen if the Water Ministry has only one river, while the rest are with the Ministry of Environment and Forests (MoEF).

“When the Water Resources Ministry has also been entrusted with responsibility of river development, then the whole business of conservation and rejuvenation of rivers across the country should have been brought under this ministry. How can comprehensive and holistic plans be made like this?” questioned a senior official from the ministry.

According to the gazette notification, the National Ganga River Basin Authority (NGRBA), including the mission Directorate, National Mission for Clean Ganga and other related matters of Ganga Rejuvenation have been transferred to the Ministry of Water Resources, River Development and Ganga Rejuvenation from the Ministry of Environment, Forest and Climate Change.

All issues related to conservative, development management and abatement of pollution in the Ganga and its tributaries will also be looked after by the Ministry of Water Resources, River Development and Ganga Rejuvenation, while the MoEF will look after all other rivers and will retain the National River Conservation Directorate (NRCD).

“The notification says the of management and planning of other rivers has been given to the Environment Ministry,” the official added. Modi had promised to work out a plan to clean the heavily polluted river.
