India clears stand on international scrutiny of climate change actions

NEW DELHI: India has clarified its stand on the issue of international scrutiny of climate change actions in a note forwarded by Union environment and forests minister Jairam Ramesh to the on-going meet of 17-country Major Economies Forum at Washington.

The Copenhagen Accord, agreed to by India in the last big UN climate meet in December at the Danish capital, had outlined several elements of an international regime of monitoring, scrutiny and consultation for greenhouse gas (GHGs) reducing actions of both developed and developing countries.

The document left windows open for different interpretations and room for negotiations on this count.

As part of the Obama administration's initiative to build consensus among the key players, outside the formal process, the Major Economies Forum (MEF) meet was called on April 18 and 19 with the issue of MRV — measurement, reporting and verification — being one part of it.

The minister in his note to the MEF gathering has pointed out that those actions of developing countries, which are supported by international funding, will go through the entire gamut of MRV on the basis of guidelines negotiated at the UN talks. The minister has also elaborated on other voluntary mitigation actions. He has suggested that the 'international consultation and analysis' that India agreed to of such actions can be carried out on the basis of reports prescribed by the UN talks but prepared domestically.
