Maharashtra govt sets targets to evaluate forest officials' performance

NAGPUR: To prepare performance appraisal reports (PARs) as per the All India Service Rules, 2007, the state government, for the first time, has decided to set targets to evaluate officials' performance.

On June 6, the government has prepared an abstract of achievements during 2012-13 and targets for 2013-14. All the chief conservators of forests (CCFs) and deputy conservators (DyCFs), including wildlife have been conveyed about it.

According to sources, the review will be first implemented in Amravati and Yavatmal forest circles followed by others. There are 14 territorial and wildlife circles in the state.

To brief wildlife and territorial officials about the scheme of things, a workshop was organized on June 8 and 9 in Melghat. Principal secretary (forests) Praveen Pardeshi was present.

Sources said that the workshop finalized targets for officials. Such targets will be set for other circles too after holding discussions with officials concerned. A similar workshop has been organized in Pench on June 15 and 16.

To evaluate the performance, the government has listed out 10 categories including wildlife, joint forest management (JFM), effective utilization of budget, works under NREGA, plantation, implementation of working plan, land, establishment and HRD, general and protection.

The officials will have to spell out how much they have achieved in the above categories during 2012-13 and what they plan to achieve in 2013-14. Although the move seems to as per service rules, sources said that despite several positive steps being taken at the government level to improve overall efficiency, officials have failed to deliver.

Works related to JFM, relocation of villages from protected areas (PAs), plantations, habitat improvement, curbing poaching, converting unclassed and protected forest (PF) land into reserve forest, disposal of claims under Forest Rights Act (FRA) and pending departmental enquiries (DEs), encroachments etc are not up to the mark.

The deputy conservators have been asked to prepare similar abstract sheets for ACFs and RFOs working under them. They have been asked to set similar targets for these officials.
