In a first for India, United Nations Framework Convention on Climate Change (UNFCCC), Bonn, Germany, has registered the Clean Development Management (CDM) project titled ‘The Small Scale Cooperative Afforestation Clean Development Management Pilot Project Activity on Private Lands Affected by Shifting Sand Dunes’ in Sirsa, Haryana.

This happens to be the first afforestation CDM project in India and more importantly, the first small-scale afforestation CDM project in the world. While stating this here on Monday, a Government spokesperson said, “The project proposal consists of afforesting privately owned land situated in eight villages of Sirsa district in Haryana. The total target area to commence the project was 370 hectares which was owned by 227 farmers.”

He said, “These farmers voluntarily agreed to the conditions of the project proposal and had the plantation carried out in 300 hectares during 2008-09 and rest of the target land would be afforested during 2009-10. Though, the land that had been taken up as target was very small, however, it does open up the possibility of future projects in the country.”

He stated that the CDM Pilot Project preparation went through a highly rigorous exercise of mobilisation of public opinion leading to constitution and registration of farmers’ society namely Haryana CDM Variksh Kisan Samiti, Ellenabad in Sirsa. He said that during the first phase of preparation of this project a project concept note (PNC) was prepared and got approved by the national designated authority namely Ministry of Environment and Forests, Government of India, New Delhi.
